San Bernardino County American Rescue Plan Act (ARPA) Grant Program

Small Business + Non-Profit Training & Grant Program
For Profit – $10,000 – $35,000
Non-Profit – $10,000 – $35,000
As part of the American Rescue Plan Act (ARPA) initiative, the City of San Bernardino has partnered with the Inland Empire Small Business Development Center (SBDC) to offer the Small Business & Non-Profit Training & Grant Program. The Training & Grant Program will provide training and funding to small businesses and non-profits needing financial assistance in overcoming the loss of revenue due to the COVID-19 pandemic. All eligible businesses and non-profits are invited to apply. Businesses or non-profits which have previously received alternative sources of funding such as the Economic Injury Disaster Loan (EIDL), Paycheck Protection Program (PPP) Loan, State, or County of San Bernardino grants are eligible to apply.
Application Period
The business and non-profit grant application will be available in English and Spanish starting at 9:00 am on Monday, October 10, 2022. Applicants must apply for the grant program by visiting www.sbcity.org and submitting the application online through the SBDC portal.
Applications from small businesses must be submitted online and will be accepted starting at 9:00 am, Monday, October 10, 2022, with first-come, first-serve priority until Monday, December 12, 2022.
Applications from non-profits must be submitted online and will be accepted starting at 9:00 am, Monday, October 10, 2022, with first-come, first-serve priority until Monday, November 21, 2022.
If funding is undersubscribed for non-profit awards, on Tuesday, November 22, 2022, any additional funds will roll into small business allocations with priority given to applicants already on the alternate funding list. The application period will close promptly at 5:00 pm on Monday, December 12, 2022. Applications received online after this due date and time will be considered late and will not be accepted.
California Nonprofit Performing Arts Grant Program

The purpose of the California Nonprofit Performing Arts Grant Program was created to provide grants to eligible nonprofit performing arts organizations (see Definitions) to encourage workforce development. The Program includes $49,500,000.00 to be allocated in one or more rounds to eligible nonprofit performing arts organizations that meet certain criteria.
Grant money awarded under this Program shall only be used for the following:
- Employee expenses, including payroll costs, health care benefits, paid sick, medical, or family leave, and insurance premiums;
- Contributions or payments to a centralized payroll service;
- Recruitment, training, development, and other human resources related expenses; and/or
- Other operating expenses or equipment for employees.
To complete an application and be considered for funding, you must do the following in Lendistry’s Portal:
- Fill in all fields in the application form;
- Upload all required documents;
- Verify your bank account; and
- Verify your identity.

$10K Grant Opportunity: Invest in Progress Grant

Riverside County Microbusiness COVID-19 Relief Grant Program

The Riverside County Office of Economic Development is pleased to announce that microbusinesses negatively affected by the COVID-19 pandemic, in accordance with specified criteria, may apply for a $2,500 grant.
Businesses Must Meet the Following Criteria:
- Be located within Riverside County
- Less than five employees
- In operation since 12/31/2019
- Business must be the source of primary income in 2019
- Less than $50,000 in Revenues in 2019
- Haven’t previously received a small business relief grant from the State of California
Eligible Uses of Funds Include:
- Payroll/Employee Retention
- Working Capital
- Purchase of Personal Protective Equipment
- Rent or Mortgage Payments
- Paying Vendor Invoices
APPLICATIONS ARE ACCEPTED THROUGH FEBRUARY 28, 2023 AT 5 PM.
Applications will be accepted on a first-come, first-served basis for qualifying microbusinesses. Applicants will be notified within 14 business days from point of application submittal as to approval status.

The grants range from $20,000-$200,000. The amount rewarded depends on the availability of grant funding and the potential impact of hiring individuals with disabilities.
California Venues Grant Program

The California Venues Grant Program (“Program”) will support eligible independent live events venues that have been affected by COVID-19 in order to support their continued operation.
GRANT AWARD
Grants awarded under this Program shall be in an amount equal to the lesser of two hundred fifty thousand dollars ($250,000) or 20 percent (20%) of the applicant’s gross earned revenue in California for the 2019 taxable year.
THE APPLICATION PROCESS
- Eligible independent live event applicants shall complete a new and separate application for the grants allocated under this program even if they already have submitted an application for the California Small Business COVID-19 Relief Grant Program established in Section 12100.83 of the California Government Code.
- If an eligible independent live event has been awarded a grant under the California Small Business COVID-19 Relief Grant Program established in Section 12100.83 of the California Government Code, the amount of that grant shall be subtracted from the grant amount awarded under this program. If the grant amount awarded under Section 12100.83 of the California Government Code is greater than the amount awarded under this program, the eligible independent live event shall not receive a grant under this program and no amount shall be subtracted.
California Paid Family Small Business Grant: Up to $2K per Employee

The Paid Family Leave Small Business Grant provides funds for California small businesses impacted by the Paid Family Leave program, in order to help offset the costs incurred when training employees to cover the duties of the individual utilizing Paid Family Leave.
- Small businesses with 50 or fewer employees are eligible to receive $2,000 per eligible employee
- Businesses with 100 or fewer employees are eligible to receive $1,000 per eligible employee

$25,000 Amber Grant for Women

WomensNet founded the “Amber Grant” in 1998. The grant was set up with one goal in mind: to honor the memory of a very special young woman, Amber Wigdahl, who died at just 19 years old — before realizing her business dreams.
Today, WomensNet carries on that tradition, proudly giving away at least $30,000 every month in Amber Grant money. In recognition of the diversity of businesses owned by women, we’ve also expanded our grant-giving to include “Marketing Grants,” “Business Category Grants,” as well as two “$25,000 Year End Grants.”

Small Business Readiness for Resiliency Program

The U.S. Chamber of Commerce Foundation and FedEx have teamed up to create the Small Business Readiness for Resiliency (R4R) Program. This program helps small businesses prepare for a disaster and offers immediate relief funding for those prepared businesses when a disaster strikes their region. More than 100 grants of $5,000 each are expected to be distributed between June 2022 and May 2023.
How it Works
This program is designed to encourage preparedness and resiliency. We want to ensure that all small businesses have what they need to deal with the impacts of a disaster in their community.
The R4R program provides resources and incentives for small businesses to take the actions they need to become more resilient, including the distribution of grants following a disaster.
MICROBUSINESS COVID-19 RELIEF GRANT PROGRAM

The San Bernardino County Microbusiness COVID-19 Relief Grant is designed to assist businesses that have experienced economic barriers due to the effects of the global pandemic. The San Bernardino County Board of Supervisors approved $2,500 to be disbursed to qualified businesses.
The following documents are required and must be submitted with the application for review and approval:

- Gross Revenues of less than $50,000 in 2019 Tax Year and 2020 Tax Year
- Did not receive the California Relief Grant issued by Lendistry
Eligible Uses of Funds Include:
- Renewal of local permits to operate (i.e. sidewalk vendor, etc.)
- Payment of business debt accrued during the pandemic.
- The purchase of newly certified equipment.

Businesses must demonstrate that they have a working business model that will use the loan to “pivot” its business operations to adapt and grow. The PIVOT Microloan offers up to $25,000 with 7-8% APR based upon qualified credit applicants.

TAKE TIME TO PREPARE BEFORE YOU APPLY FOR A BUSINESS LOAN
Great Advice From Our Micro-Lenders
- Be prepared to justify your income and expense projections; be able to show that the income is based on X number of units or services sold over a period of time for each month, i.e. you are open 300 hours a month and expect to sell an average of 20 units every hour with an average price of $10.00. What are the costs based on? Include details such as hours of opening, cost of raw materials, rate of pay?
- If you are a new business, expect to show you have funds to contribute to the project and support your personal income needs.
- Check your personal credit score, use an online service to be sure there are no surprises. Pay down revolving debt to 30% or below the maximum allowed to maximize our credit score presentation.
- Have your accountant look over your internal bookkeeping to be sure it is correct.

- Monitor your personal credit by paying bills on time, not having more than 3 inquiries in 6 months, and keeping credit card utilization at 30% or below. Lenders require a personal guaranty and your personal credit is important to be eligible for a loan.
- Save money before your start your business so you can show you have capital to invest if needed. Lenders don’t like to take 100% of the risk, they want to know you have “skin in the game.” Carry a cash reserve so you can use your money to get more money.
- Keep good records for your business transactions using an accounting software like QuickBooks so you can print a Balance Sheet and Income Statement when you need it. Also, understanding what happened earlier, can help you forecast for the future and prepare for it. If you foresee that you will need funds during the holiday season, you can start the process now and not when your funds are depleted.
- If you are a startup, draft a business plan to include a description of the business, your experience & knowledge of the industry, a detail of the business capital needs, a marketing plan, and the financial projections. Some lenders require a business plan for young businesses as well.
- File your taxes timely, most lenders will ask for 2 most recent tax returns (personal and business) and might reject your application if you have not filed them.
Don’t be discouraged by the process, especially if it’s the first time you’ve tried for a business loan. The micro-lenders can put you in touch with business counselors to help you determine what type of loan is best for you, when is the best time to borrow, and how much. Using business capital effectively to grow your business is an important step to success.
Be Cautious When Searching The Web for Small Business Loans
At some point you’ll seek a business loan, to take on a new contract, hire employees, or finance an expansion to a new location. Whatever you do, be on the lookout for bad lenders. Online predators make huge profits from unwary borrowers anxious to get started with their business and reluctant to take the right steps to get a good loan.
Trust worthy lenders will need to see you have a good history of repaying your loans (credit score) and reporting your income (tax returns.)
